In the 1930’s, the US government created a program called the “Home Owners’ Loan Corporation” (HOLC). In a process known as redlining, government officials used color-coded maps to grant mortgages to all-white neighborhoods only. The residue of this institutional racism continues to segregate, allowing some communities to thrive while others suffer.
